RPL and Credit Transfer Policy
The purpose of this policy is to ensure that students are not required to repeat any unit or module in which they have already been assessed as competent unless a regulatory or licence requirement restricts this provision. The National VET System requires that all nationally endorsed qualifications, skill sets and units of competency must be recognised regardless of where they are issued within the country.
This policy applies to all learners enrolled/seeking to enroll with Access Unlimited’s courses of study and outlines the conditions under which Credit Transfer and Recognition of Prior Learning (RPL) will be assessed/granted.
The RTO Manager is responsible for the development, implementation, review and improvement of this policy and procedure. Additionally, staff within the RTO Compliance Department and staff involved in student enrolment/administration will be responsible for implementing tasks relevant to this policy and procedure.
Compliance/legislation, Clause 3.5 of the Standards for RTOs 2015: The RTO accepts and provides credit to learners for units of competency and/or modules (unless licensing or regulatory requirements prevent this) here these are evidenced by: a) AQF certification documentation issued by any other RTO or AQF authorised issuing organisation; or b) authenticated VET transcripts issued by the Registrar.
“Credit Transfer” is Credit for previous studies and is not recognition of prior learning. Credit is producing evidence of units of competency/qualifications previously undertaken and successfully completed. The national Vocational Education and Training system is structured to support the recognition of nationally endorsed qualifications, skill sets and units of competency, regardless of where they were issued within Australia. If a student provides suitable evidence of the successful completion of a unit or module at any RTO, Access Unlimited must provide credit for the unit or module (upon presentation and validation of applicable evidence).
“Recognition of Prior Learning” RPL is an assessment-only process, determining the competence of an individual acquired through formal, non-formal and informal learning, to determine if they meet the requirements for a unit of study. This may include, formal learning – learning through a structured program and is linked to the attainment of an AQF qualification or statement of attainment, non-formal learning – learning through a structured program which does not lead to the attainment of an AQF qualification or statement of attainment, and informal learning – learning through experience of work-related, social, family, hobby or leisure activities. All students/potential students have the right to apply for RPL or Credit Transfer. Should a student choose to apply for RPL or Credit Transfer, Access Unlimited will provide the information and support to assist them through this process. Post-enrolment, applicants should make an application form for Credit Transfer/RPL from Access Unlimited administration staff. For industry currency to be considered ‘recent’, applicants must be able to prove they have worked within the applicable industry within the last 2 to 3 years. RPL applicants may be required to engage in a ‘Competency Conversation’, providing oral answers to questions to demonstrate knowledge and understanding. They may also be asked to demonstrate specific skills or to complete assessments. Assessment Timeframes Applications for Credit Transfer and RPL will be assessed by an appropriately qualified Access Unlimited member of staff within 10 working days. Note, Assessors may require RPL applicants to provide additional evidence, information or to participate in practical observations and/or demonstrations. An administration fee applies for all evaluation and processing of credit transfers, with RPL, a service fee applies to each unit of competency being apply for, irrespective of outcome of submission.
